Profit made by city during questionable time

It appears the city made a large profit during the suspicious TransAlta period in 2011. The city profited eight million dollars more then what was budgeted to be made at the power plant for the early part of 2011. Councilor Bill Cocks says the power plant submitted a bid to sell excess electricity during a shortage, and when the market was high. The city is not believed to be at fault for their actions during the situation as they acted based on the situations and were unaware of any illegal dealings to create those high prices.
